Human rights and gender
Prioritising of human rights and gender is a critical part of any reform process, and certainly reform of law-enforcement and rule-of-law agencies.
An awareness of international standards in human rights and gender is important if police officers, for example, are to deliver a professional service to citizens and meet their expectations. EUAM aims to mainstream a human rights and gender perspective into all advice and support provided to agencies in the civilian security sector. This involves provision of human rights and gender training for EUAM advisors, advising on Ukraine’s law on Freedom of Peaceful Assembly, advising on the implementation of the National Human Rights Strategy and Action Plan that Ukraine passed in 2015/16, and assessing the conditions for female police officers in Ukraine.
